Main Partners in the Pilot
There are over 20 leading Norwegian industrial companies, the Defence Materiel Agency, the Norwegian Defence Research Establishment (FFI), the Royal Norwegian Navy, the Norwegian Armed Forces, and the Ministry of Climate and Environment participating in the pilot. Additionally, DNV facilitates the working groups in the project.
Background
In the effort to modernize the Navy’s fleet, sustainability and reduced greenhouse gas emissions play a key role. The pilot study explores the possibilities for sustainable solutions for the upcoming standardized vessels. This study is an important step in developing a forward-looking and sustainable fleet for both the Coast Guard and the Navy.
In June 2024, the Parliament adopted the Long-Term Defence Plan 2025–2036. One of the major initiatives is the development of the future Navy, with up to 28 new standardized vessels – 10 ocean-going and 18 coastal. These vessels will be based on modern, commercially available solutions adapted to military needs. Naval vessels are currently the Armed Forces’ largest source of greenhouse gas emissions, and therefore it is key that new fleet development focuses on sustainability.
Pilot study objectives
The purpose of the pilot study is to identify and evaluate technologies and solutions that can make the new vessels more sustainable. This includes:
- Exploring alternative fuels and new technology
- Increasing energy efficiency and optimizing operational patterns
- Conducting techno-economic assessments of the various solutions
The study is based on the specific needs of the upcoming vessels, and the results will help set standards for requirements and sustainability goals in future maritime procurement.

Use of the pilot study results to support the Procurement of standardized vessels.
Deliverables
The results of the pilot study will be documented in a report and a presentation, and will be an important contribution to the Defence Materiel Agency’s work on developing new standardized vessels for the Navy. These results can also be used as a reference in other public and private maritime projects, giving the study broader national significance.
Through this project, Norway can take a leading role in the development of green and efficient military vessels. At the same time, the pilot study will help strengthen the Norwegian defence industry and establish sustainability as an integral part of future maritime solutions.
Status
The pilot was launched in October 2024.
