Borg Havn is an intermunicipal company owned by the municipalities of Fredrikstad, Sarpsborg, and Hvaler.
The public port operations are concentrated around two facilities: Øra in Fredrikstad and Alvim in Sarpsborg.
The quays on Hvaler are also part of Borg Havn.
